The fourth white paper of AGA\’s 10th Anniversary Research Series provides an overview of the online gambling market, including market segments, location of online gambling entities, tax rates among different jurisdictions, payment mechanisms available for online bettors and existing regulatory systems.

The paper explores current US policies on internet gambling as well as the history of criminal and civil enforcement of internet gambling laws at the state and national level.

It also analyzes the recent legislative proposals to curb online gambling and its possible impact, concluding that these proposals could have the unintended consequence of forcing internet gambling further underground.

Ultimately the AGA suggests that a Congressional study commission is needed to properly address the issue of whether internet gambling can be effectively legalized and regulated in the United States.
