History of Alaska’s Gambling Laws

Alaska does not allow slot machines and a state lottery, so its stance on not having legal sports betting comes as little surprise. Sports betting laws took a beating back in 1992, when Congress passed the Professional and Amateur Sports Protection Act, otherwise known as PASPA. This effectively banned sports betting in most of the country.

It would not be until 2018 that the Supreme Court would finally overturn PASPA for being unconstitutional. Now, all 50 states could choose to vote on the legalization of sports betting in their state. Quickly, several states passed sports betting laws and began offering in-person betting and online wagering. Retail sports betting was taking off at casinos in several states, but this was not the case in Alaska despite the presence of several tribal casinos.

On several occasions over the years, Alaskans have voted against more gambling in the state. They did it in 1990 at a 2-to-1 margin and it happened again in a 2008 referendum with 61.4% voting no to more gambling. 

In February 2020, Alaska Gov. Mike Dunleavy introduced a bill to authorize a state lottery and eventually legalize sports betting. But COVID hit soon after and the bill never went anywhere.

Two years later, in 2022, Rep. Adam Wool introduced a bill to legalize online sports betting in Alaska. The bill reached the Labor and Commerce Committee before stalling when the legislative session ended that year.
