Oregon Sports Betting – Which Sportsbooks Are the Best for Oregon Bettors in 2023?
Sports fans in Oregon have been able to do legal online sports betting since 2019. They can use the popular DraftKings Sportsbook app, or they could also place their sports bets in person at the tribal casinos in the Beaver State.
But the fact that DraftKings is the only licensed option for online sports betting in the state in 2023 is a bit disappointing. If you want more options, including sites that will allow you to bet on college sports, then you have come to the right place.
In this guide, we look at the best offshore sportsbooks that offer online action to Oregon users and allow them to bet on all their favorite local teams, all the college sports they could ask for, and a wide variety of international leagues as well.

Is sports betting legal in Oregon?
Yes, gambling laws were passed in 2019 to allow legal betting for sports bettors in Oregon. The only major restriction was that you could not do sports bets on any college sports using the online app. But both in-person sports betting at tribal casinos and online sports betting were launched in 2019.
The legal age for sports betting is 21 in Oregon. You must also be within the state borders when placing bets on the DraftKings Sportsbook app.
Comparing the Top Oregon Sports Betting Sites
Anyone can come up with a top 10 list, but below we have included our in-depth reviews for our top 10 offshore sportsbooks. Keep in mind these sites will also offer horse races and casino gaming that can elevate their overall worth, but our scope is narrowing in on the online sports betting experience at these sites.
1. Bookmaker: Best Choice for Early Lines
Our top-rated offshore sportsbook hails from Costa Rica. Since 1996, Bookmaker.eu has earned its reputation for delivering the earliest sports betting lines in the industry, making it a fan of sharp bettors and new bettors alike. Bookmaker also will not limit winning players, though the third tier of its excellent reward program is only eligible for recreational accounts. But you can get great reload bonuses in the reward program.
The mobile site has great design and handles live betting well across a variety of markets, including the most popular leagues and more obscure international leagues. You also can get props not found at all sites, such as the ability to bet on an NFL player to not score a touchdown in select games.
The racebook is also one of the best in the business. The casino has Keno and video poker, and you can play slots by knowing the return-to-player (RTP) rate on each game, helping to identify the best values in that section.
- The earliest lines in sports betting
- Great mobile site design
- Will not limit winning players
- Top-tier reward program
- Casino games have RTP info
- Does not have a poker room
- Could use some more props
2. Heritage Sports: Cashback and Reduced Juice
Once a site that required an invite, anyone in Oregon can join Heritage Sports today. It is another A+ graded sportsbook from Costa Rica. You will find one of the best sites for mobile live betting, and with so many international leagues available, there will be something to bet on at all hours of the day.
Heritage Sports also does cashback better than most with rebates on a daily (racebook), monthly (net casino losses), and quarterly (sportsbook) basis. The nicest thing about the bonus funds at Heritage Sports is they can be used anywhere on the site with no restrictions, and they have a low rollover requirement.
You also can get fun perks like a free birthday parlay or your eighth deposit for free. The sportsbook has some of the best reduced juice with -108 lines instead of the standard -110 odds. The lines may not get posted as early as Bookmaker, but there are early lines for popular markets such as NFL and MLB.
- Great cashback programs
- Reduced juice (-108) in sportsbook
- Great mobile site for live betting
- Casino has free-to-try versions of each game
- Smaller welcome bonus than most sites
- Not the best for same-game parlays
- No poker tournaments
3. Bovada: Great Prop Picks
Bovada is a fantastic choice for the Oregon user who has never joined an online gambling site just as it is for an experienced gambler. You will find a great sportsbook with our favorite prop builder, which allows you to easily choose from a wide array of props to build parlays from the same game, different games, and across multiple sports on the same bet slip.
There is a great site layout showing the A-Z listing of all the sports available at Bovada, including niche markets like snooker, cricket, darts, curling, and more. You can also find bets on esports, including Starcraft, League of Legends, Rainbow Six, Dota 2.
New users can get a $750 sports welcome bonus using a crypto deposit. You also can get points in the reward program the more you bet, and those points can be used to redeem bonus bets and poker tournament entries. Bovada is very well known for its poker room with a variety of tournaments and cash games.
- Very good mobile site design
- Big welcome bonuses for crypto deposits
- Great prop builder
- Poker room is top notch
- Quality racebook and virtual racing markets
- Lack of ongoing promotions
- Checks are slow withdrawal method
4. BetOnline: High Limits and Fast Payouts
BetOnline is a great all-around option for those in Oregon who are serious about their sports betting but also have an interest in horse racing, casino, and even poker. You get some of the best poker tournaments and cash games options in our list with BetOnline, which also promises high limits and fast payouts to users.
You get a sportsbook with opinionated lines, so instead of just playing a side of -110 odds, you might see -107 vs. -113 odds on a spread or total. You also get access to some of the best alternate prop lines for popular markets, and NHL games have reduced juice.
BetOnline has plenty of sports promos that are unique to the site. Try your first horse race risk-free. Try your best player prop pick or live sports bet on the house for up to $25 as well. They also have insurance bets such as getting money back on your moneyline pick if your team gets shut out or blows a big lead after halftime in the NBA.
There is a lot to enjoy at BetOnline, and you cannot go wrong with a site that has a ton of casino games, sports betting options, and a quality racebook.
- Opinionated lines on popular sports markets
- Handles live betting well
- Diverse payment methods
- Some of the fastest payouts around
- NHL has reduced juice
- Poker room available
- Needs more reduced juice in sportsbook
- Credit card deposits have high fees
- Casino games lack demo versions
5. BetAnySports: Best for Reduced Juice
BetAnySports is our fifth sportsbook with an A+ rating. Our only real complaint is the sportsbook has a learning curve as you will need to understand the differences between the numerous lines offered. You could find an NBA game with a team’s spread at -110 odds on one page and the same exact pick for the same game at -105 odds on a different page. But once you get past that initial learning curve, you will find an excellent sportsbook with a very good prop builder.
As we just mentioned, BetAnySports does a great job with reduced juice, offering the lowest lines (-105) of any site on our list. They do it for more than just NHL too. They have many different sports and leagues from around the world.
You also will find a competent casino, racebook, and a very unique lottery section where you can play your favorite numbers in a variety of drawings from different states. Winners get 80% better payouts too.
Familiarize yourself with the sports betting lines at BetAnySports and you will find a quality sports gambling experience at your fingertips in Oregon.
- Bet on just about any sports in the world
- Best reduced juice (-105) lines
- One of our favorite player prop builders
- Get cash back on your betting volume
- Fun lottery section is unique touch
- Site layout needs a redesign
- Sportsbook requires a learning curve
- Smaller bonuses than most
6. BetUS: Unique Promo Offers
With nearly 30 years of service, BetUS has learned a thing or two about serving sports betting customers well. Their BetUS TV service is a very unique offer of a YouTube channel with original programming consisting of shows with expert analysis and picks for just about any sport you can think of. This comes at no additional charge to being a member of the site.
You get a unique welcome bonus that will give you more than 100% in a deposit match split between the sportsbook and a very good casino where the games have free-to-try versions available. The only downside is you get a higher rollover requirement with BetUS.
But for a solid prop builder, sportsbook, and all-around gambling experience, you cannot go wrong with BetUS, a site that cares about making you better at betting with informative guides also available.
- Informative betting guides available
- BetUS TV is great original content for expert analysis
- Unique welcome bonuses for sports and casino gaming
- Great casino game selection
- Nearly 30 years in the business
- Some of the highest rollover requirements on bonuses
- Prop builder is lower tier
7. WagerWeb: Good Crypto Bonuses
We are in that stage of our top 10 where the sites start to be betting partners with sites higher in our list. WagerWeb takes heavily after Heritage Sports, for example. You will find a similar quality mobile site for live betting on a ton of sports markets. You can also get cashback on the sportsbook, racebook, and they do justice to esports coverage.
WagerWeb also offers a fun NFL contest and other promos for events like March Madness. But where they tend to differ greatly from Heritage Sports is in the promos where crypto users really get the best sign-up bonuses. If you deposit using MoneyGram or Bitcoin, you get the best deals. But not everyone uses those deposit methods. Heritage Sports also offers every eighth deposit for free while WagerWeb only every 10th deposit. In both cases, you have to go through that number of deposits without a successful payout.
If you use crypto and like live betting, then WagerWeb should be one of the top choices for Oregon-based players.
- Nice site design for live betting
- Sportsbook has cashback feature
- Fun sports contests available with cash prizes
- Great crypto bonuses
- Bet on esports
- Heritage Sports has better promo offers
- Customer service does not open until 10:00 AM
8. JustBet: Sister Site to Bookmaker
JustBet is a decade-old sister site to Bookmaker, our No. 1 rated online sportsbook. JustBet offers a very similar approach with the earliest lines in sports betting to maximize value. You also get to join the three-tier reward program that comes with great reload bonuses and daily rebates are offered on the racebook.
If we rank JustBet considerably lower than Bookmaker, that is only because it does not bring anything new to the table like a poker room or reduced juice. We also prefer the site design at Bookmaker, though JustBet does just fine if you want to place live bets on sports.
- Three-tier reward program
- Early sports lines for value betting
- Solid mobile site to do live betting
- Quick crypto payouts
- Plenty of sports markets to choose from
- Lacks innovations over Bookmaker
- Bookmaker has better site graphics
9. Everygame: Wide Variety of Games Available
The Antigua-based Everygame was known as Intertops for 25 years before undergoing a rebranding. Since 2021, the site has offered live betting on its sportsbook, which has a solid selection of sports and leagues to live up to the new name of the site. However, there is no separate racebook section at Everygame as you’ll find at most of our sites.
But Everygame does have an excellent site design, worthwhile bonuses, and a great casino section with demos and poker software available. Sports bettors may just find the sportsbook to be better suited for casual fans who like a little sports betting with their casino gaming rather than the other way around.
- Outstanding user interface and mobile experience
- Downloadable poker software
- Niche betting markets
- Solid promotions for sports betting
- Live betting is good
- Could use more payment methods
- No separate racebook
- More geared towards casual sports bettors
10. SportsBetting.ag: Fun Sports Promos and Contests
SportsBetting.ag and BetOnline have similar names. Can you believe they are sister sites? That also means you get the same strengths you would at BetOnline, including opinionated lines on the sportsbooks, a wide variety of markets, high limits, and fast payouts.
You can also test your sports betting prowess by playing contests (free and paid entry) to win more prizes. They have hosted contests for NFL, NCAAF Bowl Season, UFC, World Cup, Daytona 500, March Madness, and more. You also get some of the more unique sports promos in the business, including risk-free player prop bets, risk-free live betting, shutout refunds, and reduced juice on the NHL.
SportsBetting also offers poker tournaments on the same network that BetOnline uses. Unfortunately, offering the same things as BetOnline makes it a bit redundant to have accounts with both, so we prefer the more popular BetOnline over SportsBetting.
- Bet on college player props
- Unique sports promos
- Fun sports contests
- Plenty of niche markets
- Poker room available
- Does not improve on BetOnline’s model
- Prop builder is not the best
Our Online Sportsbook Rating Methodology

History of Legal Gambling in Oregon
Unlike most states in the country, Oregon actually has a history of sports wagering that does not start with the Supreme Court lifting the ban on sports betting with the overturning of PASPA in 2018.
In fact, it was legal to bet on sports in a limited capacity in Oregon back in 1989 when the state lottery allowed a game called Sports Action. Players would get to choose between 4-to-14 NFL teams to bet on the point spread for each week. While this would be a far cry from a legal sportsbook with a variety of leagues offered like today, it was a way to bring in some sports betting revenue to the state while giving fans some fun betting on point spreads.
Then in 1992, the 102nd United States Congress passed PASPA, which effectively banned sports betting in most places in the country. But Oregon was a rare exemption and was still allowed to hold Sports Action gambling picks, and it would do so until it ended in 2007. It ended as part of an agreement to allow Oregon to be a hosting site for the NCAA Men’s Basketball Tournament.
But it was not until 2018 when PASPA was struck down by the Supreme Court that a state like Oregon considered legalizing the broader sports betting industry. In 2019, Oregon passed sports betting laws to allow for in-person betting and online betting, overseen by the state lottery. Retail betting would take place at the tribal casinos while online betting was handled through the state-licensed Scoreboard app.
However, the mediocrity of Scoreboard led to Oregon replacing it with the DraftKings Sportsbook, the exclusive licensed partner for all in-state sports betting since 2022. But prior to that, Oregon Gov. Kate Brown pushed for a bill that would take sports betting in the state from a lottery-run monopoly to a competitive marketplace like most states have. It would also lower the gambling age to 18 and allow for expansion into college sports. That bill never moved far enough to pass into law, and in 2023, Oregon is still dominated by one licensed operator for online sports betting with DraftKings.
Oregon’s Timeline of Sports Gambling
The following timeline shows the key events surrounding sports betting in the state of Oregon.
- January 2022: Oregon moves from the Scoreboard app to the DraftKings Sportsbook app as its only state-licensed sportsbook operator for online betting.
- January 2021: Oregon Gov. Kate Brown proposes a new bill (HB 2127) to expand sports gambling in the state by allowing more operators to run sportsbooks, a lower legal gambling age, and the availability of college sports. It does not move past the first reading of the bill.
- October 2019: The Scoreboard app launches in Oregon as an online alternative to in-person sports betting, which must be done at select tribal casinos.
- August 2019: Oregon passes laws to legalize sports betting at retail locations and online using a Scoreboard app, which is run by the lottery.
- 2018: The Supreme Court rules PASPA was unconstitutional, giving each state the right to choose if it wants legal sports betting.
- 2007: Oregon discontinues its Sports Action betting game as part of an agreement to be allowed to be a hosting site for the NCCA Men’s Basketball Tournament.
- 1992: PASPA is passed by Congress, essentially banning sports betting in most of the country. But Oregon is granted an exemption with its Sports Action game.
- 1989: Through the state lottery, Oregon allows Sports Action, a betting game where players can bet on the spread of 4-to-14 NFL games each week.
- 1984: The Oregon State Lottery is created.
Online Sportsbooks: Key Features
In the following sections, we cover the key features that go into our grades for online sportsbooks. Strong performance in these metrics is how an offshore sportsbook gets a high grade from Bookmakers Review.
If you are doing online betting with any sort of consistency, then you will want to see competitive odds offered at that sportsbook. This way, you will not feel the need to use other sites for your sports wagers if you are consistently getting the best prices at the site you are using. Competitive odds can be achieved by having opinionated lines, reduced juice, or frequent odds boosts on select markets.
Just like we would expect an online casino to have a wide variety of casino games, a good online sportsbook better have a vast sports betting market. This means something that spans many different sports from the most popular in America (football and basketball) to more niche sports like snooker, cricket, and table tennis. We also expect to see many different leagues offered, especially the international leagues since these sites are offshore.
In 2023, a quality online sportsbook should have a wide variety of deposit methods and ways to withdraw your winnings. These should range from the more traditional methods a la debit cards and bank transfers to the more modern methods like crypto and eWallets. The latter gives online sportsbooks more flexibility over the land-based casinos that usually do not have such options available.
Promotions & Bonuses
A great welcome bonus gets users in the door, but ongoing promos keep them inside. We not only judge a sportsbook by the bonus money offered as an initial deposit match, but we also look for those ongoing promos for returning customers such as risk-free bets, reload bonuses, odds boost, parlay insurance bets, and a good loyalty program. It’s also important to us that it is easy for bettors to withdraw the bonus money they have won, with reasonable rollover requirements.
Live Betting & Event Streaming
For the offshore sportsbooks, you cannot expect much in the way of major event streaming of NFL or NBA games yet, but you can find European soccer games and tennis highlights at some. Event streaming may be the way of the future, but the present is already heavily built on live betting, which is a fantastic way for sports bettors to make even more bets on their favorite games. You can hedge a pre-game bet or make an informed new bet based on knowledge gained from following the game live. This also can make a boring game fun by betting on what happens next. Any top-tier online gambling site is going to have a quality live betting platform now.
An online gambling site should have well-defined sections for the different parts of the site, including the sportsbook, racebook, casino, poker, contests, etc. With any online sports betting site, we expect to find some A-Z list of the available sports for easy access to different leagues and betting markets to help build our parlays and bets. The cashier should be easy to use to deposit and withdraw funds. We should also be able to quickly access our live bets to see their progress.
When using a mobile sports betting app like DraftKings in Oregon, we want an app that is easy to navigate and view on a mobile device. The app should be optimized for running on a smaller screen with good graphics, quality sound, and it should be able to handle high-traffic times on the server like in between big games.
Sports bettors may have the best claim of anyone to file a dispute over the way a bet was settled, whether it be a stat correction or a player’s game status for how a prop was decided. This is when you really need customer support to shine, and that is why we judge the best to have 24/7 support with a variety of contact options, including emails, request forms, phone numbers, and live chat. Live chat with a real agent is preferred over an A.I. chatbot, but we understand A.I. is the wave of the future. Either way, we want to be able to get our issues resolved in a timely manner.
Online sports wagering involves the exchange of real money, so of course we have to send information that proves our identity and verifies our accounts to be paid our winnings. That is a lot of personal info that is being shared with these sites, so it is crucial in this day of internet scams and data breaches that we can trust these online sportsbooks will keep our data safe and secure. That is why we only recommend trustworthy sites that have a long history in the business and know how to protect their customer’s data.
Sports Betting in Oregon
In the following sections, we will cover the different types of leagues and betting opportunities you will find with online sports betting in Oregon.
Whether you are using the DraftKings Sportsbook or an offshore sportsbook, you will always be able to bet on your favorite teams in professional sports leagues such as the NFL, NBA, MLB, and NHL. These leagues are always available with a wide variety of betting markets (props and parlays included) for you to get creative and maximize your winnings.
Oregon is unique in that college sports betting is not allowed on the state-licensed DraftKings Sportsbook like it is in other states. However, this does not mean you cannot bet on college teams in the state. You can either go to a tribal casino to do it in person, or you can join a reputable offshore sportsbook like those reviewed above to place many bets on your favorite collegiate teams.
Using a quality offshore sportsbook, you can expect to find betting markets for college basketball, college football, college baseball, NCAA softball, and college hockey.
A great thing about offshore sportsbooks is the niche sports they offer for fans who may have a different interest than the most popular, professional leagues. Here is a list of some niche sports you can expect to find at many offshore sportsbooks:
- Table Tennis
Retail Sports Betting
If you are interested in doing your betting in person in Oregon, you have a choice of retail sportsbooks at several tribal casinos. There have been efforts to build commercial casinos in Oregon, but none have passed so far, making the tribal casinos your best bet to do in-person sports wagering.
You can find sports betting at these four tribal casino locations:
- Chinook Winds Casino Resort (uses own sportsbook)
- Spirit Mountain Casino (BetMGM Sportsbook)
- Three Rivers Casino Resort (uses own sportsbook)
- The Mill Casino & Hotel (uses own sports betting kiosks)
At these locations, you can expect betting markets for football, basketball, baseball, soccer, hockey, motorsports, tennis, golf, fighting, the Olympics, and more. College sports are also available for betting at these tribal casino sportsbooks.
Oregon’s Professional Teams
Oregon is home to a couple of teams in the major sports leagues, including one of the big four in the NBA.
Portland Trail Blazers (NBA)
The Portland Trail Blazers have been a professional sports team in the NBA since the 1970-71 season. Portland won the NBA Finals in the 1976-77 season. Some of their best players include Clyde Drexler, Terry Porter, Rasheed Wallace, LaMarcus Aldridge, and current superstar Damian Lillard.
Portland Timbers (MLS)
The Portland Timbers are a team in the MLS that has existed since the 2011 season. The Timbers won the coveted MLS Cup in the 2015 season.
Oregon’s College Teams
Oregon has four in-state college teams that partake in Division I athletics, though the Portland Pilots lack a football team and the Portland State Vikings are in the FCS. They are not nearly as popular as the Oregon Ducks and Oregon State Beavers when it comes to collegiate sports.
Betting on college sports is prohibited on the DraftKings Sportsbook app, but you can bet on college sports in Oregon at tribal casinos or when using offshore betting sites.
Oregon Ducks (NCAAF)
The Oregon Ducks have won 34 NCAA national championships, but the football team that has existed since 1894 has never won one. Still, Oregon remains one of the most successful football programs in the country, and it has recently been one of the best teams to watch in the nation. Quarterback Marcus Mariota is Oregon’s lone Heisman Trophy winner after winning the award in 2014. Six Oregon Ducks have also been inducted into the Pro Football Hall of Fame, including Norm Van Brocklin and Dan Fouts.
Oregon State Beavers (NCAAF)
The Oregon State Beavers are a rival of the Oregon Ducks, especially in college football where the teams have met over 125 times, making it the seventh-oldest rivalry in the sport. Terry Baker (1962) is the lone Beavers player to win the Heisman.

In turn, this collaboration between Native American tribes and gambling hall
