History of Legal Gambling in Oregon
Unlike most states in the country, Oregon actually has a history of sports wagering that does not start with the Supreme Court lifting the ban on sports betting with the overturning of PASPA in 2018.
In fact, it was legal to bet on sports in a limited capacity in Oregon back in 1989 when the state lottery allowed a game called Sports Action. Players would get to choose between 4-to-14 NFL teams to bet on the point spread for each week. While this would be a far cry from a legal sportsbook with a variety of leagues offered like today, it was a way to bring in some sports betting revenue to the state while giving fans some fun betting on point spreads.
Then in 1992, the 102nd United States Congress passed PASPA, which effectively banned sports betting in most places in the country. But Oregon was a rare exemption and was still allowed to hold Sports Action gambling picks, and it would do so until it ended in 2007. It ended as part of an agreement to allow Oregon to be a hosting site for the NCAA Men’s Basketball Tournament.
But it was not until 2018 when PASPA was struck down by the Supreme Court that a state like Oregon considered legalizing the broader sports betting industry. In 2019, Oregon passed sports betting laws to allow for in-person betting and online betting, overseen by the state lottery. Retail betting would take place at the tribal casinos while online betting was handled through the state-licensed Scoreboard app.
However, the mediocrity of Scoreboard led to Oregon replacing it with the DraftKings Sportsbook, the exclusive licensed partner for all in-state sports betting since 2022. But prior to that, Oregon Gov. Kate Brown pushed for a bill that would take sports betting in the state from a lottery-run monopoly to a competitive marketplace like most states have. It would also lower the gambling age to 18 and allow for expansion into college sports. That bill never moved far enough to pass into law, and in 2023, Oregon is still dominated by one licensed operator for online sports betting with DraftKings.
