Polish newspaper Rzeczpospolita reported an analysis commissioned by the Ministry of Finance showing that turnover from internet betting would not be as high as first expected, while on the other hand, controls would be difficult to enforce and very expensive. The decision to scrap plans for a Totalizator Sportowy e-gambling monopoly was also influenced by the recent rulings of the European Court of Justice against state-run gambling monopolies.
