Online Gambling in Kansas – Which Sites Are the Best for Kansas Gamblers in 2023?

Is online gambling legal in Kansas?
Yes, online gambling is legal in Kansas. It just depends on which gambling laws you are talking about. The Sunflower State made sports betting legal in 2022. The new sports betting law allowed retail sportsbooks to open at the state’s four land-based casinos and online sports wagering sites to have licenses to operate in the state.
The Kansas sports betting market is booming, but there are still no laws in place to legalize things like online poker and online casino games. However, there is also no law to say it is explicitly illegal and punishable to engage in those activities using offshore gambling sites.
The Best Online Gambling Sites in Kansas Reviewed
We have included a detailed review of the top 10 online betting sites in our list. These are all offshore gambling sites that we have personally vetted, and you can ensure that they are all trustworthy and reliable choices for your online gambling needs in Kansas. Sports bettors and online casino fans alike will have plenty to enjoy here.
1. Bookmaker: Best Early Lines in Sports Betting
Our No. 1 online gambling site located offshore is Costa Rica’s Bookmaker.eu, which has been around since 1996. In that time, Bookmaker has earned the reputation as being the place where the line originates, referring to their early sports betting lines.
Why are early lines good? You get to bet on the line before the public shifts it a different way. This is why sharp bettors love Bookmaker, but newcomers can also take advantage of the early lines and associated value with that.
Beyond the sportsbook, you get a decent selection of casino games with RTP info available on each so you can get a read on which ones pay back the customer the best.
There are no poker tournaments to be found at Bookmaker, but if you are serious about sports betting, then you cannot do much better than this one. You also can join the loyalty program, which is three tiers deep and you get really excellent reload bonuses that way.
- Access to the earliest lines in sports
- Good racebook
- Get RTP info on popular casino games
- Great reload bonuses in loyalty program
- Handles live betting well
- Not the best for props
- Lacks poker software and tournaments
2. Heritage Sports: Best Cash Back Programs
Years ago, you needed an invitation to join Heritage Sports, but those days are over. Kansas users can join it today and get access to one of our favorite sportsbooks and all-around gambling sites from Costa Rica.
The mobile site works great for live betting, and they have plenty of leagues and betting markets to choose from. The esports are better than just about any other rival, and they do cash back the best with the ability to use the bonus funds anywhere you want on the site. You also get some of the best reduced juice (-108 lines) on the sportsbook at Heritage Sports.
The racebook is also a quality section, and you can get good perks like a free birthday parlay, or your every eighth deposit is on the house, measured as the average of your previous seven deposits.
- Best program for cash back and reduced juice
- Mobile site is well designed
- Best choice for esports fans
- Use the bonus funds however you want
- No poker room
- Welcome bonus is small
3. Bovada: Best Poker Tournaments and Props
Bovada is a very popular offshore gambling site, known best for its poker tournaments on the busiest poker network for North American users. But Bovada also has an elite prop builder for sports betting. You can bet sides and totals too, but the prop builder is the real gem if you want to bet on sports.
The design of the racebook is very well done, and no site does virtual racing games better. The casino has over 130 games, including plenty of table games and live dealer games. They also have video slots. Bovada is most known for its stellar casino poker options.
The ongoing promotions are lacking a bit, but there is a good reward program where you can accumulate points with each bet to redeem perks like bonus bets and more. The welcome bonus is huge, especially if you use crypto because you can get up to $3,750 back in bonus funds over your first three crypto deposits.
- Arguably the best online poker option
- Huge welcome bonus for crypto users
- Mobile betting site works like an app
- Quality racebook design
- King of virtual racing
- Other offshore gambling sites have better sports betting promotions
- Could use more casino games
- Racebook lacks trainer and jockey information
4. BetOnline: Best Payout Speed and High Limits
BetOnline is an excellent all-around online gambling site from Panama. The sportsbook has opinionated lines, which are nice for building unique parlays that you cannot get at most sites. They have reduced juice too, but it is only for NHL markets instead of the more popular ones.
The casino section is huge with hundreds of games, and many of them can only be found at BetOnline. They also do poker tournaments as well as anyone not named Bovada. They have big cash tournaments and also smaller games for novices to get their feet wet before jumping into the bigger matches. The poker software is free to download and easy to use.
The racebook is also well done at BetOnline with the highest daily rebates on the market, including 9% for exotic wagers.
No matter which section Kansas users use at BetOnline, you can expect fast payouts, high limits, and plenty of fun promos for existing users.
- Opinionated lines in sportsbook
- Biggest library of casino games
- Elite payout speed
- Only Bovada does poker tournaments this well
- No free-to-try casino games
- Reduced juice is only on NHL games
5. BetAnySports: Best Reduced Juice and Lottery Games
We like to think of BetAnySports as the underdog in the Costa Rica online gambling market, but it is another A+ graded online casino in our view. For those that like to bet on sports, the sportsbook has a very good prop builder and some of the best reduced juice (-105 odds). They also have cash-back programs throughout the site.
The casino offerings are varied with seven different casinos to choose from. There is overlap in the games available, but they are seven distinctively different selections to view and play. BetAnySports also has live dealer games with solid limits in place.
The lottery section is very unique among our top 10 as you can play your favorite numbers on a wide variety of daily state lottery drawings, and with 80% better payouts if you win. That is a nice touch that makes BetAnySports a unique gambling spot for users in the Sunflower State.
- The best reduced juice lines (-105)
- Excellent prop builder
- Seven different casinos provide variety
- Great for live bets on sports
- Play different state lotteries from home
- Site could use an upgrade
- Smaller welcome bonuses
6. BetUS: Best Expert Analysis and Predictions
BetUS has nearly 30 years in the business, so you can count on a safe and reliable gambling experience in Kansas that will pay out winning users in a timely order. BetUS has unique promos where new users can get bonus funds for both the sportsbook and casino, which is a nice touch for the all-around user wanting to experience everything.
A main area where BetUS separates itself from the rest is the informative guides and expert analysis you can get to get better at gambling. They have guides on blackjack, horse racing, and more. They have BetUS TV, a YouTube channel featuring shows on just about every sport in the world where users can get expert picks and analysis to inform their bets.
The rollover requirements can be high at BetUS, but the site is a really good experience for anyone experienced or new to offshore gambling sites.
- Expert analysis and predictions
- Unique casinos and sports betting promotions
- Demo versions for deep casino library
- Informative guides available for free
- High rollover on some promo code offers
- Not the best prop builder
7. WagerWeb: Best for Crypto Fans
With WagerWeb, you get a very similar experience to Heritage Sports, but with an emphasis on crypto welcome bonuses. Most of the best sign-up bonuses at WagerWeb are designed for users who deposit with Bitcoin or MoneyGram, which may not be the preferred method of deposit for many users.
That is the main reason we did not rank WagerWeb as high as Heritage Sports, but they do handle live betting well and have some solid casino selections. They also offer a fun NFL contest that is free to enter during the season.
- Heritage Sports fans will feel at home
- Good mobile site for live betting
- Cash-back funds have no rollover requirement
- Best choice for crypto bonuses
- Weaker promos for non-crypto users
- Customer service is not available 24/7
8. JustBet: Best Reloaded Bonuses
JustBet is the decade-old sister site to Bookmaker, our top-graded offshore sportsbook from Costa Rica. Like at Bookmaker, JustBet’s strength is the ability to get the earliest lines in sports betting, which can lead to great value over the course of a season.
JustBet also does casino games without having a huge selection or a poker room, but video poker is offered. They also have a solid racebook with competitive fixed odds and reasonable limits. Live dealer games also are available as well as plenty of live betting on sports.
JustBet is a more than solid choice if you want to bet on sports in Kansas, but you can get a lot of what it has to offer with the veteran experience found at Bookmaker instead.
- Very reasonable limits and payout times
- Has some casino games too
- Best for getting early sportsbook lines
- No poker room
- Lacks innovation from Bookmaker
9. Everygame: Best Site Design
The award for best user interface and site design should go to Everygame, the Antigua-based gambling site once known as Intertops. After a rebranding, they upgraded the site to offer a very slick look that shines best when you play casino games or check out the poker software.
Everygame is on a short list with Bovada, BetOnline, and SportsBetting for online sites in our list that do offer poker tournaments. That is one of the main draws of the site as the sports betting section is not as good as you would expect from a Bookmaker or Bovada.
But you have plenty of sports to still bet on at Everygame, and they have some decent promotions for new users. They also have some niche markets you can bet on like the South African Powerball drawing, so it is good for lottery fans too.
- Solid selection of sports leagues and betting markets
- Top-tier site design and user interface
- Play in poker tournaments using software
- Casino games have demos
- No dedicated racebook
- Not the best place to prop bet on sports
10. SportsBetting.ag: Best Contests and Unique Promos
Trust us when we say the online gambling offered is much better than the unoriginal name of the site. But SportsBetting.ag is a sister site to BetOnline, our No. 4 online gambling site for Kansas users.
This means you can expect a lot of the same qualities, including fun sports promos, big poker tournaments, a huge library of casino games, and fast payouts. The sportsbook also has opinionated lines and a decent prop builder. The racebook is also well done for horse racing enthusiasts.
New users can get a 50% welcome bonus up to $1,000. One of the most popular promotions allows you to try your first live bet risk-free for $25, and they offer bad-beat jackpots on poker games.
- Follows in BetOnline’s footsteps
- Play poker tournaments and cash games
- Plenty of fun sports contests and promos
- Quickest payouts
- Tons of casino games
- Not the best site design
- Not a single demo version in casino section

Kansas’ History of Gambling
The history of gambling in Kansas is not unlike many states, especially one in the Midwest. To clean up its rough image in Dodge City, the state of Kansas banned all forms of gambling back in 1868. This would later be revised in 1895 to allow for some gambling at state fairs, but otherwise, things were largely off-limits for decade after decade.
Even when Kansas started doing horse races at the start of the 20th century, these races would not have wagering on them. It was not until 1986 that Kansas approved pari-mutuel betting for horse and dog racing. Six years later, they allowed simulcast wagering on horse racing too.
The state approved a lottery in 1986. But the 80s were a crucial time for gambling in Kansas and throughout the country. The passing of the Indian Gaming Regulatory Act in 1988 led to the creation of tribal casinos in many states around the country. Kansas would agree to the building of them on tribal land, and the first one (Golden Eagle Casino) opened in 1996.
It was not until 2006 that Kansas approved the construction of state-owned casinos, and that was approved by the Kansas Lottery Commission, which would become the first state lottery to be in charge of the state’s casinos. The first one (Boot Hill Casino) opened in 2009 and there are now four of them.
But while casinos were in, horse racing was on the way out with Kansas’ top three racetracks all closed for good by 2011. They were unable to get support for the inclusion of slot machines at the racetracks to boost revenue, and the country’s waning interest in attending races led to bankruptcy and the end of live racing in the state.
But in the 2010s, there was a shift towards online betting as technology grew. Daily Fantasy Sports (DFS) were becoming a big thing with DraftKings and FanDuel leading the way. In 2015, Kansas became one of the first states to legalize DFS.
The real turning point came in 2018 when PASPA was overturned by the Supreme Court, giving states the right to choose to legalize gambling or not. Kansas tried for a couple of years to get the legislation right, but it was slow-moving with opposition from various politicians and casinos on how the revenue sharing and tax rates would work.
Finally, Senate Bill 84 (SB 84) was revised and put through a vote in 2022, passing in both the House and Senate, which allowed it to be signed into law by Governor Laura Kelly. This legalized retail sports betting and online sports betting in the state of Kansas, which was launched last September.
In February, it was reported that Kansas had its biggest month yet in gambling handle, topping $200 million for the first time in January 2023. The wait for legal online poker and casino games remains in Kansas, but things are looking much brighter than they did five years ago.
The Road to Legal Gambling in Kansas
The following timeline shows the key historical events throughout Kansas’s gambling history.
- February 2023: Kansas declares it had over $200 million in its sports betting handle for the month of January, the highest yet in five months of legal sports betting in the Sunflower State.
- September 2022: After a soft launch, online sportsbook apps are fully launched in the state with various top operators having secured a license.
- 2022: The Kansas House of Representatives and Senate both approve SB 84, allowing Gov. Laura Kelly to sign the bill into law, legalizing sports betting in the state of Kansas.
- 2021: Senate Bill 84 is drafted to legalize sports betting (retail sportsbooks and online sportsbooks) in Kansas. It would eventually lose support before getting revised and picked up again the next year.
- 2018: PASPA is overturned by the Supreme Court, giving the states full control of legalizing sports betting.
- 2017: Kansas Crossing opens as the fourth and most recent commercial casino.
- 2015: A Kansas bill legalizes Daily Fantasy Sports (DFS).
- 2009: Boot Hill Casino opens in Dodge City, becoming the state’s first commercial casino.
- 2006: Four commercial casinos are approved by the Kansas Lottery Commission, making it the only state lottery in control of its state casinos.
- 1996: The Golden Eagle Casino opens as Kansas’ first tribal casino.
- 1995: The first four tribal casinos in the state of Kansas are approved.
- 1992: Simulcast betting on horse and dog racing is allowed.
- 1986: Kansas approves both a state lottery and pari-mutuel betting for horse and dog racing.
- 1903: Slot machines are banned in Kansas.
- 1895: Exceptions were made for gambling at state fairs.
- 1868: All gambling devices and tables were banned in Kansas.
Features of the Best Online Gambling Sites
As listed earlier, this next section will go over the important features we use to grade these online gambling sites.
Competitive Betting Odds on Offer
Especially true for the sportsbook, we want to see competitive odds so we know we are getting the best prices for our bets. This is why it is good practice to have an account with several sportsbooks just so you can make sure you shop around and get the best odds possible.
Variety of Betting Markets Available
If you bet on sports, you want to see the most types of betting markets and leagues possible. That means everything from the NFL to darts. You also should be able to do a bunch of parlay options, and that includes proposition bets instead of just your standard moneyline, spread and totals bets.
If you are in the casino, then it comes down to having a wide variety of games available. Show us poker tournaments, keno, scratch-card games, and the standards in slot machines, video poker, table games, and more.
Accepted Banking Methods
When it comes to your money, this ranks very high on the list of top metrics for judging an online gambling site. We want to see the most deposit options possible, and we do not want to see very high fees and low limits associated with popular deposit methods like credit cards and debit cards.
Crypto transactions are free and work the fastest, but not everyone is into crypto. That is why we need to see the other modern choices available like PayPal, Venmo, P2P apps, and eWallets.
Promos & Bonuses
Who does not love bonus money? Just by signing up at one of these sites, you could make a deposit and end up with the same amount back in bonus bets. But as always, there is a catch. Of course, there is a minimum deposit threshold you’ll have to meet. Also, before you can withdraw any of that bonus money, you have to satisfy the rollover requirement, which is betting that amount x times over until you can release any of it.
With plenty of restrictions on that, this is why the ongoing promotions for loyal users might be the best promos you can get as a frequent user of one of these sites.
The sports betting promotions should include things like risk-free bets, parlay insurance, and a chance for profit boosts and enhanced odds. The casino promotions should be for bonus bets, free spins, and reload bonuses.
We also like a good loyalty program that basically gives the users more perks the more they bet on the site.
Live Betting in Kansas
Whether you are watching a basketball game or a football game, live betting is becoming very popular and fun. It can be a huge benefit to bettors who are good at identifying in-game trends, strengths, and weaknesses. You could even most effectively hedge a bet during a live game now.
This is definitely a big part of the future of online sportsbooks, and we already see the best ones providing plenty of live betting options for popular leagues.
To help facilitate a great user experience, it is crucial to have a great user interface. Users should be able to navigate the site with ease in jumping from section to section to build parlays or just bet on different markets in a quick period of time.
If you are not having any fun using your online gambling site, you should strongly consider adding a different one as it is hard for these sites to not produce a good product with sharp graphics and a server that can handle high-traffic moments.
Mobile Site Experience
Most bets are placed on a mobile device these days, and that share is only going to increase as live betting becomes more popular. That is why nailing the mobile site experience is crucial. We need to be able to navigate the sections quickly, deposit funds in a pinch, and follow along the live bets on a good mobile site.
These offshore sites are lacking downloadable sportsbook apps for your mobile devices, but you can still do mobile sports betting thanks to their optimized mobile sites. These sites are designed for use on a small screen, and they act a lot like apps.
Customer Support Options
Great customer support options mean as many as possible. Give us a phone number to talk to a human being instead of directing us to an A.I. that just wants to jump around the FAQ help center to answer things. We also want to see a real live chat with an agent, the ability to send an email, and 24/7 customer service is the best.
We want a site that is doing whatever it can to ensure that our financial and identifying data is going to be safe. You can read the terms and conditions on what a sportsbook is keeping from your data, but generally, you can trust these reputable sites that have been around a long time to uphold your privacy.
Bonuses Codes & Promotional Offers
In the following sections, we are going to look at the different types of bonuses and promotional offers you can expect to see at Kansas sportsbooks. This will include offers that have bonus codes for new users and bonus offers that are for existing users.
Typically, with your initial deposit to an online sportsbook, you can enjoy a big welcome bonus. This will usually be the biggest bonus you get from an online sportsbook or at least the biggest in one lump sum. The only issue with these welcome bonuses is that they tend to come with a strict rollover requirement that must be satisfied before you withdraw any of those bonus bets as real cash.
Risk-Free Bets & Free Plays
Sportsbooks will often offer users a risk-free bet where they can bet on a select market, and if their bet loses, they win back their stake in the form of bonus bets. Those bonus funds will usually expire within a week of receiving them, so be sure to use those bet credits while they are there.
A risk-free bet really has no downside to a serious sports bettor who is often making bets, so it is always a nice promo to see. Online casino sites will do something similar and offer free rolls to new users.
The deposit match is basically what happens when you get that welcome or sign-up bonus. The initial deposit is matched by the operator up to a certain dollar amount, and you get that monetary bonus added to your account.
But this can happen at random for loyal users, so always be on the lookout for any deposit matches as it is free bet credits when available.
Just about every online sportsbook has a referral program. Essentially, you send your friend your referral link to get them to join the sportsbook. If they join and make a specific deposit amount, you and your friend should both receive some form of referral bonus, often paid out as bet credits.
You can usually refer up to five friends per promo but be sure you and your friend both live in eligible states so you can take advantage of this ongoing promo.
Daily or weekly, you can count on your favorite online sportsbook to offer some kind of odds boosts. This could be something like taking a generally soft line for an NBA superstar to score 20 points in a game (-200 odds) and boosting it to +100 if you bet on that player to score 20 points. Some believe you should fade the odds boosts at sportsbooks, but other research shows they usually do boost bets that win.
Just keep in mind these odds boosts are usually something you can bet on one time as a single bet with a hard limit.
While not as common, some sportsbooks will offer parlay insurance where you can get money back if your parlay loses because of just one leg. Typically, you will need to have a minimum number of legs in the parlay and one of the legs will have to be -200 or higher to qualify for parlay insurance.
Loyalty & VIP Programs
Most online sportsbooks have some loyalty or VIP program you can enroll in to accumulate more perks. Basically, the more you bet, the more you can accumulate whether it is bonus bets, profit boosts, or getting more deposit/reload bonuses.
Kansas Sports Betting
Sports wagering has never been better in Kansas after legislation was passed in 2022 to legalize it. Sportsbook users have no shortage of licensed sportsbooks to choose from, and they can visit these retail sports betting operators at a casino for in-person betting, or they can just download an app to make their sports wagers that way.
With many leagues and betting markets available, there is no shortage of possibilities with sports wagering in Kansas.

Online Gambling in Kansas – Conclusion
We believe getting sports betting underway legally in Kansas in 2022 was a big win for the future of gambling in the state. Successful sports bettors should help drive the popular betting options available to new users in the state, and if there is enough interest going forward, it should only be a matter of time before there is a push to legalize online casino games in the state next.
But until that day comes, your best bet in Kansas to get access to all of what is available on gambling sites should be to join a reputable offshore site. They are fun, they pay out winners on time, and you can bet on just about every market you want at these top-rated sites.
