It was not until 2006 that Kansas approved the construction of state-owned casinos, and that was approved by the Kansas Lottery Commission, which would become the first state lottery to be in charge of the state’s casinos. The first one (Boot Hill Casino) opened in 2009 and there are now four of them.
But while casinos were in, horse racing was on the way out with Kansas’ top three racetracks all closed for good by 2011.
