Ohio Sports Betting: Legal Situation

Gov. DeWine signed the Ohio sports betting bill into law back in December 2021. It makes provisions for:

  • 25 Class A mobile licenses to be issued to the state’s casinos, racinos and professional sports teams. Each Class A licensee can host one online sportsbook.
  • 40 Type B retail licenses, with pro sports teams given preference.
  • Class C licenses for any bar or tavern that wants to host a sports betting kiosk.

Twenty-one of the Class A licensees can eventually apply to host a second online skin, but they must demonstrate a clear economic benefit to Ohio. It means there could ultimately be 46 locally-regulated sportsbooks in the Buckeye State.

All gaming plans and procedures must be submitted to the Ohio Casino Control Commission by November 2. Equipment verification will begin a month later, and the launch is slated for January 1.

Ohio Sports Betting Market

A report from the Ohio Legislative Service Commission predicted that sports betting in the state will generate $3.35 billion in annual revenue by the end of the decade. Analysts expect the annual handle to reach $12 billion when the industry matures.

Ohio is the seventh largest state by population and GDP. It is a little smaller than Pennsylvania and Illinois, but the Buckeye State takes a modest 10% revenue tax on any revenue generated. That is far lower than Illinois and Pennsylvania, so it could encourage a more competitive market.
