Visa Vanilla Gift card scam

Has anyone been scammed with these virtual cards?

I received a bunch of these from a rated book as form of payment.

I just checked the balances and a lot of them are already used or have no remaining balance.

I'm not going to name the book yet because I don't know if the cards were hacked through the Visa network, the sportsbook, or the book's processor.

I haven't contacted Visa or the book as of yet, as I'm still checking balances.

I received 23 of these and so far 5 have been tampered with and I haven't been able to check all yet as the check balance site seems to be down.

Any suggestions what would be the best course of action here?

lol wtf book sends virtual cards? And why wont you name the book?

Virtual cards aren't possessed or processed by the book, just purchased in a funding block of say 10k and the actual processor sends you an email to activate. I have a few virtual Visa but the books don't redeem them. I put them on Amazon so they can poach the monthly Prime fee from them. As for them being used or mot funded, Visa will have all the data from creation to expiration.
