Sportsbook, IP Address & 1 account per house obsolete?

Most if not all Sportsbook limit 1 account per house and ip address. But in the day and age of cellphone and mobile betting, has this limitation become obsolete? If people are betting via their cellphone, ip address doesn't serve a purpose if they are not connected to the wi fi.

I believe most of them still have this rule in place
