I've got to disagree with this statement.
Indepenent measures of defense that incorporate strength of schedule say different.
They are all pretty close on Defense.

Iowa 1st
Penn St. 2nd
Ohio State 4th

On EPA (expected pts added) basis:
Penn St. 2nd
Iowa 4th
Ohio St. 7th

The real differentiation between these teams is on offense.
