I wonder if a horse has ever s#it on one of the perps.

Cops don't want to babysit drunk partygoers anymore? Haha, and I think at the end of the day they just end up being okay and no one is really interested in filing a case.

Jails full and too much paperwork for cops to fill out. Easier just to move people out of the way.
