You're right. There it is:

Exactly. You wanna limit me during a roll over? Fine. But don't make me calculate what the max bet is. A book should never take a bet and then confiscate player funds after the fact claiming he/she broke the rules by placing it.

I've never heard of Heritage enforcing this. And I have always found them to be top notch when it comes to fairness. One of the last high-quality books out there.
