It is State by State in the US, the states that ran off Sweeps are running off, un-regulated and preventing Exchanges like PX and NoVig from operating in them.

Thanks titan. Yea I looked it up quickly last night and some it's been run on a state by state basis. I'm not in the US so that counts me out.
