He's looking right at the ball, which is on one hashmark, and standing next to other hashmark with it between him and the ball. Perhaps he was making sure he was offsides.

With that blatant of a penalty, one has to wonder, or at least consider it a possibility.

It's not like he was a wideout way out there near the sideline.
