Exactly. Simple stuff. So what is the problem?

In Texas, to vote, we have to show:
1. voter registration card, which you can only get by proving you are a citizen at some point, and
2. you have to show a drivers license.

How is what Arizona is doing any different?
I don't understand why this is news.
