I think he may be thinking of Singapore. Back when I was working in Singapore I asked my coworkers about that. They said gum was sold in stores but it wasn't widely available. I think there was a fine but not many people were caught throwing gum on the streets because it was a national tradition to keep the streets clean.Nonsense. Where did you hear such garbage ?
I have spent a lot of time in Singapore and it is nothing like what people make it out to be. Sure it is clean but no cleaner that a lot of places. They have signs for fines but hard to enforce stuff. Very overblown in my opinion.I think he may be thinking of Singapore. Back when I was working in Singapore I asked my coworkers about that. I'll never forget when I worked there. The office buildings would employ an "uncle" to sweep the pavement outside the entrance of an office building. An "uncle" refers to an elderly gentleman, most likely retired who wanted a little extra money.
If it weren't for my friends that I visit it would be a rather boring country. They have a few casinos, and there are a few tourist spots to visit, but that would only take 2 or 3 days tops. After that there's nothing to do. It's really geared toward business now.I have spent a lot of time in Singapore and it is nothing like what people make it out to be. Kuala Lumpor is one of my favorite places, I almost moved there. It gets crazy there. Singapore has an amazing mongering scene but it takes a while to get the feel of things and where things are at. I am not talking about Orchard or Geylang , there is a great scene there. KL has a great one too, but hands down Sihanoukville and Phnom Penh are #1 in my eyes.If it weren't for my friends that I visit it would be a rather boring country. My friends actually suggested that we all go to Malaysia the next time I visit. It's a 5 minute MRT trip away and costs are 1/3rd what they are in Singapore. One of the ladies I used to work with told me that whenever work gets stressful she and her lady friends take a day off and go to Malaysia for mani/pedi/2-hour massage day.

Every Country wants to copy Singapore's success but no luck.I think he may be thinking of Singapore. Back when I was working in Singapore I asked my coworkers about that.
