I’m not an expert on terrorism but I don’t think “getting away with it” is on top of their list. Other than maybe some IRA bombings, I don’t think any terrorist act has been unsolved and the terrorist wasn’t captured or killed.

Unabomber could’ve gotten away with it but he wrote that manifesto and his brother recognized it. Also, the Atlanta bombing terrorist took a long time to solve but was eventually caught. But at the end, they all don’t get away with it. You gotta provide the reason for the terror or you don’t make the real impact you’re looking for. And to do that, you’re gong to expose yourself.
