Who makes odds? (LIVE and pre-match)

Hello, I read the article which says that pre-match odds are provided by software, but LIVE odds are provided by the real bookmaker workers and that when I go LIVE betting, I’m actually competing with some of the bookmaker’s workers who is “leading” the match and defines the odds based on his thoughts about what is going on right now on the field. Is that true? I mean the part about the software.
