banks do that all the time. On a national scale they have done it in Greece and Cyprus less than 10 years ago, just to name two "Western" countries. On the individual and group level there are many cases where they do it against critics of the government or people who voice the "wrong" opinions. Debanking of political opponents is being used more and more.
