The rec players who do not shop odds will be a profit hit.

But I think making sports betting socially acceptable in the USA now also sees more people willing to bet un-regulated too.

I would estimate a minimum 50% of players at legal books in U.S. are pretty much new to sports betting in general and have never played un-regulated.

The other 50% are experienced, know the advantages of un-regulated books, and will continue wagering with them whether that be solely or in addition to legal books.
