Generally these million dollar perfect bracket contests are insured. These are most likely the insurance company's terms and payout procedures. I would imagine most books that do this would have something similar in place.

Oh yes they limit. They don't blanket limit though. I have full limits on some stuff I rarely bet, and $1 limit on things I've won on.
