It was in the 1970s when Oregon began to loosen some restrictions on gambling. But Oregon was exempt and would run Sports Action until 2007.

It was around that time when charitable games of Texas Hold’em were first allowed in 2005 in the state as online poker was driving a new surge in interest in the game. Licensed card rooms started opening more frequently in Oregon in 2007 to compete with the offerings found at the tribal casinos, which started opening in 1994 thanks to the Indian Gaming Regulatory Act of 1988. 

But in 2012, 70% of Oregon voters voted against building commercial casinos away from tribal land. It was not until PASPA was overturned in 2018 that Oregon began creating pro-gambling laws again with the passing of sports betting laws in 2019.
