If a book is offering outright betting on a horse race that is being decided on that same day, or the next day, is that considered a future bet? (I'm from Europe and we don't really use this term).

For me, a future bet is something that's decided further down the line.

Or is it so that if the book wants to classify it as a future bet they can.

The reason I'm asking is because there can be different refund rules depending on whether a bet is a future bet or not.

It's not usually called a futures bet if it's the same day, but with golf and major horse races Sportsbooks often offer "allin" markets which operate in the same way. No voids for non-starters.

Not typically, but it kind of depends. Let's say that bet was originally published 2 months earlier. Then it gradually gets closer and closer to game time as the days pass by. In some cases, that same future bet is going to live long enough to reach the day before / gameday. It's still the same future bet.
