14-02-2008 Antigua’s attorney at the WTO expects more in 2nd arbitration

Mark Mendel remains confident that the small sum, $21 million, received in the 1st arbitration will not affect the amount in the 2nd arbitration between Antigua and the United States on the issue of the US withdrawal of gambling from its GATS commitments.

"It is pretty much the opinion of WTO experts and other country delegations that limiting the damages to horse racing was completely wrong and the experts I have spoken to believe that that ruling will not be followed because it is so completely wrong," Mendel told the Antigua Sun, adding that he expects the new arbitration to start in a couple of months, after which it will take several additional months of hearings before the WTO will reach a decision.
