Bet Over Time enters rating guide

Bet Over Time (betot.com) newly rated at 2.5. The bookmaker backed by BetPhoenix appears to be behind the spam e-mails from bet1network (I personally got an average of 2/3 e-mails per week myself over the last few weeks) promoting a 50% bonus and offering players money to post on betting forums.
Other that that, two questions: when did a SBR C rating became a solid rating? And who gave my personal e-mail (the one I use on betting forums) to bet1network?
