BetOnStars slow payouts

Bet On Stars downgraded to 2 (2.5) and added to the Orange List. The Costa Rica-based bookmaker slow paid players in multiple occasions in the last few weeks. The sportsbook manager says on a public forum that he will properly fund the company's account in the next 7-14 days. Should players requesting winnings expect to find a dry NETeller once again?
