Austria doesn't have a specific legislation regulating internet bookmakers. Licenses are isssued by the provincial governments to land-based bookmaking companies. The internet is seen just as another medium to facilitate betting. Bear in mind that although there are many reputable Austrian bookmakers, in Austria there are no authorities such as a gaming board to investigate or address players complaints when local bookmakers refuse to collaborate.
